- a collision
- a driving offence, or
- a collision that involved a driving offence

Record a collision for insurance purposes
If you've exchanged details with the people involved in the collision, including anyone whose property has been damaged, and if no one's been injured, you don't have to tell the police. See the Road Traffic Act 1988, Section 170 for more details.
