Officers are appealing for information following reports of a road traffic collision on Waterloo Road, Stoke-on-Trent.
At 1:42pm on Thursday 28 October, a black Ford Focus and a van collided.
The driver of the Ford Focus made-off shortly afterwards.
A 25-year-old man, from Manchester, who was a passenger in one of the vehicles, was arrested under suspicion of dangerous driving.
He has since been released from custody under investigation.
A woman was also arrested following a positive drugs swipe, but was later released with no further action.
The driver of the vehicle was believed to be wearing a black hooded coat, a white t-shirt, grey joggers and black trainers.
