He is due to appear before magistrates at the North Staffordshire Justice Centre today (Thursday 16 December).
A 16-year-old girl, from Derby, has been bailed pending further enquiries. A 16-year-old boy, also from Derby, remains in custody.
A 17-year-old boy and an 18-year-old man, from Derby, have also been arrested on suspicion of murder and remain in custody.
Formal identification has taken place and detectives have named the man as 19-year-old Oliver Freckleton from Burton.
His family are being supported by specially-trained officers at this time and we would kindly urge people to respect their privacy.
A Home Office post mortem examination found the cause of Oliver’s death to be as a result of a stab wound.
